China: Strengthen Export Controls on Relevant Dual-Use Items to the United States
The Ministry of Commerce of the People's Republic of China issued a notice on December 3rd, deciding to strengthen export controls on relevant dual-use items to the United States. This notice has been officially implemented as of the date of its promulgation.
According to the notice, the export of dual-use items to military users or for military purposes in the United States is prohibited.
In principle, permission will not be granted for the export of dual-use items related to gallium, germanium, antimony and super-hard materials to the United States. For the export of dual-use items related to graphite to the United States, stricter reviews on end-users and end-uses will be carried out.
Any organizations or individuals from any country or region that violate the above provisions and transfer or provide relevant dual-use items originating from the People's Republic of China to organizations or individuals in the United States will be held legally accountable.
The spokesperson of the Ministry of Commerce of the People's Republic of China responded on the same day that in recent years, the US side has generalized the concept of national security, politicized and weaponized economic, trade and technological issues, abused export control measures, unjustifiably restricted the export of relevant products to China, and put many Chinese enterprises on the sanctions list for suppression and containment. This has seriously undermined the rules of international trade, seriously damaged the legitimate rights and interests of enterprises, and seriously disrupted the stability of the global industrial and supply chains.
