Announcement of the Customs Tariff Commission of the State Council on Adjusting Tariff Measures on Imports Originating from the United States

Announcement No. 5 [2025] of the Customs Tariff Commission

On April 8, 2025, the U.S. government announced an increase in the so-called "reciprocal tariff" rate on Chinese exports to the United States from 34% to 84%. This escalation of tariffs by the U.S. constitutes a grave misstep, severely infringing upon China's legitimate rights and interests and causing serious harm to the rules-based multilateral trading system.

In accordance with the Customs Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, and other relevant laws, regulations, and fundamental principles of international law, and with the approval of the State Council, China will adjust its countermeasures on imports originating from the United States effective 12:01 p.m. on April 10, 2025, as follows:

1. The additional tariff rate on imports originating from the United States, as stipulated in Announcement No. 4 [2025] of the Customs Tariff Commission of the State Council, will be raised from 34% to 84%.

2. All other matters will remain in accordance with Announcement No. 4 [2025].
