U.S. Issues New Export Control Measures on Artificial Intelligence; Chinese Business Community Strongly Opposes

Recently, the U.S. Department of Commerce announced new export control measures related to artificial intelligence (AI). In a routine press briefing in January, Yang Fan, spokesperson for the China Council for the Promotion of International Trade (CCPIT), stated that the U.S. has once again abused export control measures and implemented extraterritorial jurisdiction, seriously jeopardizing the security and stability of the global AI industry and supply chains. The Chinese business community strongly opposes these actions.
Yang emphasized that the U.S. has repeatedly escalated export controls on AI, adding Chinese companies to the entity list and now introducing new export control regulations for AI technologies. These unilateral measures, which go against market principles, have severely hindered industry cooperation between China and the U.S., as well as global innovation and development.
The CCPIT noted that representatives from the U.S. AI sector and companies have expressed concerns, indicating that the new export controls were implemented without adequate industry consultation or legislative review. These rules are misleading, overly regulatory, and, rather than boosting the competitiveness of the U.S. AI industry, they will harm the interests of the U.S. and its upstream and downstream partners.
"President Xi Jinping pointed out that attempting to block others will ultimately block one's own path. The development of AI benefits all of humanity. I would like to use a marathon as a metaphor: the race aims to enable athletes to achieve faster, higher, stronger, and more united development through fair competition. Disrupting the rules of the race and the track won't make one run faster; it will only slow down everyone's performance, which is counterproductive," said Yang.
Yang concluded by stressing that the Chinese business community calls on the U.S. to respect objective facts, adhere to market rules, and stop abusing export control measures. Instead, both countries should work together through trade, industry, and technology cooperation to support global innovation and development.
