Recently, Japan's Ministry of Economy, Trade, and Industry (METI) announced updates to the import customs procedures for chemicals under the Chemical Substances Control Law (CSCL). The revised procedures include changes to documentation requirements and classifications for certain substances.
Key Changes in the Import Customs Procedures:
1. Types of Chemicals and Forms of Imported Chemicals (including those produced by foreign companies): The revision clarifies the types and forms of chemicals subject to the import process.
2. Documentation Requirements for Import Customs Clearance: Importers will now need to submit additional documents as part of the customs clearance process.
3. Prohibited Products Containing Category I Specific Chemicals: The revised procedures include a list of prohibited products containing specific chemicals (e.g., UV-328 products).
4. List of Category I Specific Chemicals Requiring Import Licenses: Chemicals such as UV-328 and Methoxychlor that are categorized under Category I will require an import license.
Chemicals Covered Under the Import Customs Clearance Procedures:
1. Chemicals for research and testing purposes.
2. New chemicals used as reagents.
3. General chemicals.
4. Monitoring chemicals or Priority Assessment Chemicals (PACS).
5. Category I and II specific chemicals.
6. New chemicals.
The updated import customs procedures took effect on February 18, 2025. The revised Appendix 2, which includes updates on regulatory classifications, will take effect on June 18, 2025.
